Decision. Investigate the 1,200 open requests first. They are the final failure state and affect 10% of all demand. Segment them by issue type and age before changing the first-contact process, because the data does not yet show that the 75% first-contact rate is the root cause.

Error check. Resolved requests total 10,800, and 10,800 plus 1,200 open requests returns to the 12,000 starting total.
